The "Last modified" date stays at 2014, when the other files show today's date.When I upload using File Zilla, the web site remains the 2014 version. I noticed as my other laptop had the Windows 10 symbol while this laptop didn't and I found to have two important updates that wasn't installed, one of them being the update for registerering for Windows 10. Everytime I try to update it simply stays at 0%, had it run overnight and still 0%..
Shouldn't they have today's date in their properties if I "published to the web" today?

If by "run correct locally" you mean does it all work when I click "Preview your web site...", yes it does. 7-16-17.pub" have last-modified dates of 7/16/2017. The "index_file" folder and the "index.htm" file have the date 8/4/14, which is the last date I changed the web site.
